Sven Herpig and Julia Schuetze updated Stiftung Neue Verantwortung's work on the "Encryption Debate in Germany" as a contribution in the Carnegie Encryption Working Group. The previous encryption debate was written by Sven Herpig and Stefan Heumann and gives a historic overview of the debate until Q1/2019) and can be found here. This update is covering Germany's encryption debate from Q1/2019 until Q1/2021 and includes discussions on key actors e.g. FinFisher, recent developments, e.g. Germany's EU Council resolution and the cyber diplomacy non-paper drafted by Germany as well as related issues, such as the usage of government hacking and encryption workarounds.
