Submission to the UN OEWG: The Role of Norms Implementation in Strengthening the Framework of Responsible State Behavior in Cyberspace

Dr. Alexandra Paulus addressed the United Nations (UN) Open-Ended Working Group on Security of and in the Use of Information and Communications Technologies 2021-2025 (OEWG) during the intersessional meeting held in New York on December 5-9, 2022. In the statement, a written version of which is available via the group's website, she raised three main points: First, the involvement of non-governmental stakeholders in cybersecurity debates - including at the UN - is crucial; second; the next focus area for the OEWG should be developing concrete guidance for norms implementation; and third, states should share info about their norms implementation efforts.
